You send a Database Manager (DBM) command to a standby component via the master component.
DBM commands should usually be sent to the cluster and not directly to standby components. The cluster software forwards the commands to the master component. The master component executes the commands and synchronizes the standby components if necessary.
You have the required server authorizations.
